CONSENT CALENDAR - All matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion without discussion. Persons wishing to speak regarding Consent Calendar matters should file a “Request to Speak” form with the City Clerk. (Agenda Items 1-10)

1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA

2. APPROVAL OF MINUTES - THE REGULAR MEETING OF THE CITY COUNCIL HELD ON JUNE 16, 2026.

3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations.

4. CITY COUNCIL CONSIDERATION AND APPROVAL TO RELEASE A COMPETITIVE OFFERING FOR THE SOUTH HANGAR City Council consideration and approval to prepare and release a competitive offering for the South Hangar pursuant to the procedures established by the City Council in Resolution No. 25-10.

5. SUN RIDGE SYSTEMS, INC. AGREEMENT The City of Tustin Police Department seeks City Council authorization to enter into an agreement with Sun Ridge Systems, Inc. for the implementation of a new Computer Aided Dispatch (CAD) and Records Management System (RMS). The proposed agreement provides a comprehensive public safety software platform designed to modernize dispatch operations, records management, mobile field reporting, mapping capabilities, public access services, and system integrations. Following a formal Request for Proposal (RFP) process, Sun Ridge Systems, Inc. was identified as the vendor best suited to meet the operational, technical, and long-term needs of the Tustin Police Department. The proposed agreement includes software licensing, implementation services, data conversion from the Department's current Records Management System (RMS) platform, training, technical support, and ongoing software maintenance and updates. The replacement of the Department's current CAD and RMS is a critical technology initiative intended to improve operational efficiency, enhance data accessibility, streamline reporting processes, support officer and dispatcher effectiveness, improve interoperability with partner systems, and position the Department for future technological enhancements.

6. SECOND AMENDMENT TO ALL CITY MANAGEMENT SERVICES INC. CONTRACT The City's contract with All City Management Services, Inc. for school crossing guard services is set to expire and requires renewal for the 2026 to 2027 Tustin Unified School District school year. A contract extension proposes All City Management Services, Inc. would continue to provide 25 crossing guards, assigned to 25 crossing guard locations, designed to support 10 school campuses throughout the City. The total not to exceed proposed cost for crossing guards services for the 2026-2027 school year is approximately $600,000.

7. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ARMSTRONG AVENUE PEDESTRIAN BRIDGE AND TUSTIN LEGACY NEIGHBORHOOD D SOUTH PHASE 2 - PACKAGE 2 PROJECTS The redesigned plans and specifications for the Armstrong Avenue Pedestrian Bridge Project and the Neighborhood D South Phase 2 - Package 2 Project have been completed, and the projects are now ready for bid. Staff recommends that both projects be bid together as one package to improve economies of scale with overlapping trades and assist with the overall project schedule and coordination. Construction is anticipated to begin in October 2026, with completion estimated in first quarter of calendar year 2028.

8. APPROVE CONSULTANT SERVICES AGREEMENT FOR ENGINEERING DESIGN SERVICES FOR JAMBOREE ROAD REHABILITATION PARKWAY PROJECT Staff is recommending the City Council approve a Consultant Services Agreement with Michael Baker International for engineering design services for the Jamboree Road Rehabilitation Project and a Cooperative Agreement with the City of Irvine to establish each agency's cost-sharing responsibilities for improvements that fall within jurisdictional boundaries.

9. ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE COLUMBUS TUSTIN GYM PATIO COVER PROJECT Construction of the Columbus Tustin Gym Patio Cover Project has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance.

10. APPROVAL OF TWO IT SUPPORT SERVICES AGREEMENTS WITH 360S2G In July 2025, staff recommended and the City Council approved an Information Technology (IT) End User Support Service (help desk) Agreement with 360S2G. Staff have since identified other technology improvement projects that require additional implementation and help-desk support. These Council-approved projects include the Palo Alto Cybersecurity Suite, Cisco/Webex Calling phone system replacement, Axon Enterprise Suite for the Police Department, as well as the Computer-Aided Dispatch and Records Management System that is presented for the Council's consideration tonight. To support these additional assignments, staff are recommending an amendment to the existing End User Support Services Agreement and a new contract with 360S2G for high level, limited-term technical implementation services. If approves, the amendment to the End User Support Service Agreement will provide three dedicated end user consultants and increase the annual cost from $210,000 per year to $630,000 per year; and the new Implementation Support Services Agreement will cover the services of two IT System Administrators and two IT Network Engineers for six months at $832,000.

11. CODE AMENDMENT 2026-0001 (ORDINANCE NO. 1578)-ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS Code Amendment 2026-0001 is a City-initiated request to amend sections of Article 9 (Land Use) of the Tustin City Code related to accessory dwelling units and junior accessory dwelling units. The proposed amendments update development standards, parking requirements, and statutory references within the Tustin City Code to ensure consistency with State legislation enacted during the 2024 and 2025 legislative sessions.
