f. Adopt an addendum to the TLSP 2025 Supplemental Environmental Impact Report (TLSP), finding that, pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15164, 15162, and 15168, the proposed project is within the scope of the TLSP 2025 Supplemental Environmental Impact Report (SEIR) and that no subsequent or supplemental Environmental Impact Report is required.
