11. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE MAIN STREET AND OLD TOWN IMPROVEMENTS PROJECTS The plans and specifications for the Main Street Improvements Project and the Old Town Improvements Project have been completed, and the projects are now ready for bid. Construction is anticipated to begin in November 2025, with completion estimated in Summer 2026.
