5. AUTHORIZATION TO ENTER INTO A THREE-YEAR AGREEMENT WITH OPENGOV FOR THE IMPLEMENTATION AND USAGE OF THE BUDGETING AND WORKFORCE PLANNING SUITE
Staff is requesting City Council’s authorization to enter into a three-year agreement with OpenGov for the implementation and usage of their Budgeting and Workforce Planning suite. This recommendation follows the successful introduction of the City’s first digital budget book during the Fiscal Year 2023-2025 Biennial Budget cycle, which improved accessibility and transparency of the budget data. However, the current platform still lacks comprehensive functionality. Implementation of the new solution will continue to modernize the budget process by adopting a platform capable of real-time reporting, personnel cost projections, multiple budget scenario management, and enhancing public transparency.
