General Plan Amendment (GPA) 2021-0002 is considered a "project" subject to the terms of the California Environmental Quality Act (CEQA). Pursuant to the CEQA Guidelines Section 15063, the City has completed an Initial Study and prepared a Negative Declaration for the draft Housing Element
