THE 2020 ORANGE COUNTY OPERATIONAL AREA AGREEMENT The Operational Area (OA) was established for the purposes of coordinating the prevention, preparedness, response, recovery and mitigation efforts for the safety of persons and property from the effects of natural, human-caused or war caused disasters, hereinafter referred to as emergencies.
